Hi I had tried for more than a day for registering Chennai Tatkal Passport through Online. Finally found out that simple thing. Go to the Following Link
Online Application -- For Chennai Only
It will takes you to the Online Application Form, In that form you will be having "Passport Office" field. Please select "CHENNAI - TATKAL" from the Dropdown box
Note: Usually people will select CHENNAI and then they will search for Tatkal option. Don't do that because I did that and wasted 20 for document Submission
